Action Alert from the American Psychological Association Psychology Advocacy Network

4/17/2025

The Psychology Advocacy Network of the American Psychological Association urges Psychology professionals to voice their concerns about proposed cuts to vital psychology services and workforce development programs. Congress has approved a budget plan that includes $1.5 trillion in spending cuts, significantly impacting Medicaid and higher education. If these cuts go through, they will adversely affect behavioral health services and the education of the psychology workforce.

It is essential for Congress to protect the healthcare safety net for 80 million Americans and ensure educational pathways for current and future psychology professionals. Medicaid is the largest funder of mental and behavioral health treatment, covering about half of the nation’s behavioral health care. Given the existing shortages in the behavioral health workforce, the insights of psychology professionals are crucial to avoiding setbacks in addressing mental health needs.

The proposed cuts would:
  • Threaten Medicaid Behavioral Health Services: Many low-income individuals, including families with disabilities, could lose access to critical treatments. States might have to cut reimbursement rates, enrollment, or coverage for behavioral health services due to reduced federal funding.
  • Limit Access to Psychology Degrees: Changes to federal student loans could make psychology degrees less affordable, worsening the shortage of qualified providers, particularly in rural areas.

Take action! Urge your Senators and Representatives to oppose any legislation that cuts Medicaid or limits funding for doctoral psychology students. Stay tuned for more updates as Congress continues negotiations.
