Recognizing Bullying: Key Signs and Characteristics, Including in Elected Officials – In Honor of Bullying Awareness Month

10/10/2025

October is National Bullying Prevention Month—a reminder to identify and address bullying behaviors in all settings. A "bully" often exhibits patterns of exerting power and control over others, using tactics that can be emotional, verbal, or even physical. These behaviors align with several components of the Power and Control Wheel, a tool used to understand abusive behaviors.

Characteristics of a Bully:
  • Intimidation: Using threats, yelling, or aggressive gestures to instill fear and dominance.
  • Emotional Abuse: Name-calling, belittling, or spreading rumors to undermine confidence.
  • Isolation: Attempting to cut others off from support systems, whether by discouraging friendships or public discrediting.
  • Using Privilege or Authority: Exploiting a position of power to manipulate or control others unfairly.

Examples:
  • An adult bully might publicly shame colleagues or constituents who disagree with them.
  • They may dismiss opposing viewpoints with derogatory language or personal attacks.
  • Using their authority to silence or intimidate critics, or to spread misinformation to sway public opinion.

Recognizing an Adult Bully in Elected Office (Federal, State, or Local Representatives):
  • They often display aggressive communication styles, such as shouting or name-calling during debates or public appearances.
  • They may threaten or imply consequences to those who challenge or oppose them.
  • Their behavior may include dismissiveness or condescension toward constituents or colleagues.
  • They may use their official platform to spread misinformation or to discredit opponents unfairly.

How the Public Can Respond:
Awareness is key. Recognizing these behaviors allows voters and community members to hold elected officials accountable for respectful and constructive leadership. Supporting transparency, civility, and integrity in public discourse helps foster a healthier democratic process. Remember, bullying in any form undermines trust, respect, and the well-being of our communities—whether in personal relationships or in the halls of power.

What if the U.S. President Mirrors the Characteristics of an Adult bully?
If these characteristics mirror those of a U.S. president or any public figure in elected office, it can be concerning because such behavior can influence public discourse, undermine democratic processes, and erode trust in leadership. Here’s what people can do:

What Can You Do?
  1. Stay Informed and Critical: Educate yourself about healthy leadership behaviors versus bullying behaviors. Recognize patterns of intimidation, disrespect, or manipulation, and understand their impact on society.
  2. Hold Leaders Accountable: Use your voice—vote, participate in civic discussions, and support leaders who demonstrate respect, civility, and integrity. Voice your concerns through letters, calls, or peaceful protests if you observe bullying behavior.
  3. Promote Civil Discourse: Encourage respectful dialogue in public forums, social media, and community spaces. Model civility and hold others accountable for maintaining respectful conversations.
  4. Support Victims and Opponents: Stand against bullying behavior by supporting those who are targeted or silenced. Amplify voices that promote kindness and constructive debate.
  5. Engage with Media and Fact-Checking: Rely on reputable sources and fact-check claims made by leaders. Call out misinformation and inflammatory language that resembles bullying tactics.
  6. Advocate for Policy and Leadership Standards: Support policies that promote integrity, civility, and accountability in government. Advocate for leadership training that emphasizes ethical conduct.
Remember: While it can be distressing to witness bullying behavior from those in power, collective action and civic engagement are powerful tools in fostering a culture of respect and accountability. Democracy thrives when citizens actively participate, stay informed, and promote respectful leadership at all levels.

As we observe National Bullying Prevention Month, it is more important than ever to recognize the signs of bullying behavior, especially when it appears in trusted leaders and public figures. By staying vigilant, speaking out, and holding those in power accountable, we can promote a culture of respect, civility, and integrity. Every individual has a role in fostering a healthier, safer environment—whether through civic engagement like writing to Congress (see below) or simply modeling respectful behavior in daily interactions. Together, we can make a meaningful difference in preventing bullying and creating a more compassionate society.

What Can You Do?

Contact Congress Now — Share your concerns about the behavior of elected officials, emphasizing the importance of respectful, civil leadership. Urge your representatives to promote policies and standards that foster integrity, accountability, and civility in government. Your voice can contribute to encouraging higher standards of conduct and holding leaders accountable for their actions.
Encouraging civic participation through letters, emails, or calls is a direct and impactful way to advocate for respectful leadership and ensure that public officials understand their accountability to the people they serve.
