​Urgent Alert: A Federal Government Shutdown Threatens SNAP Benefits for Over 41.7 Million Americans

The Supplemental Nutrition Assistance Program (SNAP) is a lifeline for over 41.7 million Americans facing food insecurity. However, because of the federal government shutdown, this threatens to halt the flow of funds into this critical program, risking millions of families' access to nutritious food on November 1, 2025. This situation highlights the urgent need for action from Congress and the administration to ensure that vulnerable populations are not left to go hungry.

​The Impact of the Government Shutdown on SNAP Funding
The federal government shutdown has suspended non-essential government operations, including the disbursement of funds for various programs. As the shutdown continues, the federal government will halt payments on November 1, 2025 to SNAP recipients, which could leave 41.7 million Americans without their monthly food benefits. The consequences are severe, especially for families relying on SNAP to meet basic nutritional needs.

The SNAP Contingency Reserve is Legally Available!

The Role of the SNAP Contingency Reserve

Contrary to recent claims by the Trump Administration that SNAP benefits are not available during a shutdown because the “contingency funds are not legally available,” past practice and legal interpretations suggest otherwise. The USDA and the Office of Management and Budget (OMB) have previously affirmed that the SNAP Contingency Reserve is available to fund regular benefits during a shutdown.

Historically, during both Republican and Democratic administrations, the contingency reserve has been used to ensure continued benefit payments during shutdowns or funding lapses. The law explicitly provides the authority for the government to utilize these reserves to prevent disruptions in benefits. In fact, the Trump Administration itself previously acknowledged that the contingency reserve could be used to fund SNAP benefits in prior shutdown scenarios, including as recently as 2018-2019.

It is crucial that the current administration utilize all available tools, including the SNAP Contingency Reserve, to ensure that families do not lose their benefits during this critical time.

Legal Actions and State Efforts You Can Support

More than half of the states have filed lawsuits against the federal government, challenging the administration’s stance and advocating for the use of the SNAP Contingency Reserve. These legal actions highlight the widespread concern and urgency surrounding the potential loss of food assistance for millions of Americans. Find your governor and urge support.

Additionally, numerous professional organizations, advocacy groups, and community leaders are urging Congress to act immediately. They emphasize that the funds in the SNAP Contingency Reserve are legally available and must be immediately used to maintain benefit payments during the shutdown. Citizens are encouraged to contact their congressional representatives and demand that Congress and the administration utilize the SNAP Contingency Reserve to fund benefits during the shutdown. Public pressure can make a difference—your voice can help prevent millions from going hungry.
